27th annual World Open.  9-SS, 40/2, SD/1 (3-day
option, rds. 1-5 G/50), Adam's Mark Hotel, City Line Ave (Rt
1 at I-76 City Ave exit), Philadelphia. 
World's biggest open tournament- $200,000
guaranteed prize fund!   All prizes unconditionally
guaranteed; will not be reduced!  Prizes raised $10,000 with
most fees unchanged.  New senior prizes and college team
prizes! Free analysis of your games by GM Pal Benko, former
world title candidate; free lectures by other GMs 7/2 10 am,
7/3 10 am, 7/4 9 am.  7 sections.

winners of multiple prizes receive highest.  Players who
dropped from 1400+ established since 12/97 ineligible for
U1200.  Unrated: $$G 1000-600-400-300-200-200-200-100-100-
100.  All obtain ratings.  Provisionally rated players are not
unrated.  College team prizes: Trophies to top 5, $1200-800-
400 to top 3.  Top 4 scores from same campus, all sections
combined, added to give team score; spring 1999 graduates
allowed.  Foreign (USA residents under 3 years) must have
established rating on/before 12/98 list or acceptable foreign
rating to win over $2500 in U2200, $2000 U2000, $1600
U1800, $1300 U1600, $1000 U1400, $700 U1200, $400 U1000.
EF, if check mailed by 2/16:  7-day $217, 5-day $215, 3-
day $213, 2-weekend $212.  By 3/30:  7-day $227, 5-day $225,
3-day $223, 2-wkd $222.  By 5/15:  7-day  $237, 5-day $235, 3-
day $233, 2-wkd $232.  By 6/15:  7-day $247, 5-day $245, 3-

$220 phoned by 2/16, $230 by 3/30, $240 by 5/15, $250 by

entries after 6/23.  At site:  All $270; no checks.  Free to GMs
who agree to complete tmt; $180 EF deducted from prize or
due on withdrawal.  Unrated Section EF:  7-day $57, 5-day
$55, 3-day $53, 2-weekend $52 if check mailed by 6/15, all
$60 with credit card by 6/23, $70 at site.  EF discounts:  $60
less to juniors under 18 who are rated under 1500, over 2199,
or play up.  $40 less to seniors over 65.  Callers must request
discounts, or will be charged full fee.  No discounts off GM or
Unr Section fees.  Re-entry:  $120, any section but Open, any
schedule, byes OK, no discounts.  All EF $8 less if mailed
with $40 adult, $30 senior or $17 youth USCF dues. 
Schedules:  5-day:  7/1 7 pm; 7/2-3 12 & 7; 7/4 11 & 6, 7/5
10 & 5.  7-day:  6/29-7/3 7 pm; 7/4 11 & 6; 7/5 10 & 5.  3-day:
7/3 12, 2:30, 4:30, 7, 9:30; 7/4 11 & 6; 7/5 10 & 5.  2-weekend:
6/26 12 & 6:30; 6/27 10 & 4:30; 7/3 7 pm; 7/4 11 & 6; 7/5 10 &
5.  All schedules merge & compete for same prizes.  -pt
byes OK all, limit 4; add 50 cents to EF for rd 1 bye.  Rds 6-9
byes: limit 2; must commit before rd 5.
All:  Entries, re-entries close 1 hours before game.  Bring
sets, boards, clocks if possible- none supplied.

Foreign player ratings:  100 pts added to FIDE, 100 to
FQE, 200 or more to most foreign, no pts added to CFC.
Highest of multiple ratings used.  Players who fail to disclose
foreign or FIDE ratings may be expelled.  US player ratings:
June list used; FIDE ratings not used.
